What this is

Read first

Fort Bend County Democrats hold most of the county’s elected offices and two of its four commissioner precincts. This page is not a scorecard of who won. It follows the money that paid for the winning: every dollar that reached a Fort Bend County Democrat, the people and firms who sent it, and the county party sitting in the middle of the flow.

It is built from four public record systems, joined on names and dates. 994 campaign finance reports filed with Fort Bend County, released only as scanned PDFs and read here with layout-preserving text extraction. The Texas Ethics Commission bulk archive of every electronic filing since 2000. FEC bulk data for the three congressional districts covering the county. And 21,104 approved Commissioners Court actions across 523 meetings, assembled for an earlier investigation into county contracting.

Two things show up only when those four are read against each other. The first is where the county party’s own money comes from. It is not the small-dollar public the party raises on: 32.5% of its itemized receipts come from the candidates it nominates, from sitting officeholders, and from people on the county payroll. The second is that the firms holding the county’s engineering and construction work are not backing one commissioner against another. The same firms give across the slate.

Nothing here establishes that any contract was awarded, any vote cast, or any nomination granted in exchange for a contribution. Where the record supports only a sequence, this page reports a sequence.
